Labels can be ordered

A label defined as priority is displayed at the top of the list. 

Details: 

• The "Custom" category always appears at the top of the list.
• If several labels have the "Priority" property, they are sorted alphabetically at the top of the list.
• Sorting has no effect at site level, the notion of priority is only effective in the back office.
