Exclude MCC

ELPs can now be excluded from MCCs.
When this action is taken, not only is theELP excluded from MCC, but so are all its unshared children. 

A new decorator "Excluded from MCC" is present on the training model. 

The impacts of this exclusion are as follows for this ELP : 

• MCC tab not available when editing
• The line for this ELP is grayed out on the centralized assessment entry tool.
• TheELP is not present on MCC reports, MCC differential reports and appraisal reports.
