The static Users, Groups and Rights tab of the Ribbon provides a set oftools for managing users, groups and rights profiles:

You can click on the Users : to view and manage the back-office user list. A tab opens on the right, containing the list of users. A Users tab also opens in the ribbon:
By selecting a user, you can modify or delete it, or view its rights. Click on the New user button to create a new user.
User groups are groupings of back-office users to whom profiles will be assigned. This feature is really useful when you need to assign one or more profiles to a large number of users.
This tool is accessed via the User groups : . A tab opens on the right containing the existing groups, and a tab Group opens in the ribbon at the top:
By selecting a group, you can modify or delete it, or add or remove users. Click on the Create Group button to create a new group.

When you click on the Rights profiles a tab opens on the right containing the profiles, and a tab Profile opens in the ribbon at the top:
You cannot modify general profiles, only view the rights they contain.
You can, however, create a new profile and manage it (add rights / modify / rename / delete). All profiles created with this tool will be Site Profiles and will only be visible and usable within the current site.
