Improvements and corrections to the cost simulator

Several improvements and corrections have been made to the cost simulator: 

• Improved calculation of the carrier step by tree structure
• Correction of calculation errors
• More precise breakdown of workforce by branch
• Clear error on ELP whose carrier step does not belong to the tree structure 
• Teaching hours fields can be blocked by the control workflow
• The "Teaching hours" field can be blocked by the control workflow without any side-effects.
