Generate PDF MCCs for CFVU validation

When a Year container changes status to "Validated MCC CFVU", the official MCC document in PDF format is automatically generated and archived. 

The MCC CFVU validation date is available at the foot of the PDF page. 

The generated PDF file is available in the "View validated MCCs" tool.
